I agree in the transcription, but I doubt the translation.

 

As far as I understant, "Lance Corporal" is military rank in various english-speaking countries.

Overkonstabel could be a military title in Norway; in the late 1800s/early 1900s.

It could also be a title in the police force; thus police sergeant.

I am not at all well versed in the various titles and ranks. Be it miltary or ‹civilian›. Just ‹picked it up› from Mattias' last post in this thread.

I did a little research...

and found the budget of the Norwegian Army 1836-1839

This is 10 years later, but probably close enough.

 

The 4th Artillery batallion, located in Trondheim, had 6 "Overconstabel" (+ 2 vacant in peace time).

There is a possibility that Jens Olsen had one of these positions.
