Are these two men brothers?

Niels married Larsine Larsdatter in 1863 and shortly afterward moved to America. Sveio Sokneprestembete, SAB/A-78501/H/Haa: Ministerialbok nr. A 1, 1861-1877, s. 155

The photo included is of Neils and Larsine on the right hand side, taken in Webster City, Iowa. Date unknown but would be after 1863 or 1864. By their own account they travelled on the Admiral Tromp (ship list not available) in 1864 with their young daughter.

Although the unknown man in the picture looks like he could be a brother to Niels, I cannot find any record of Matias or Tørres emigrating from Norway. Nor can I find any record of them living in Norway beyond 1865 where they are on the census record with their parents and sister.

I am at a loss of where to look. I would appreciate some hints of where to look for them to establish whether they emigrated from Norway or lived out their lives in Norway.

The two men do seem to have a physical resemblance.

When Niels was born, his parents had the same names, but the domicile was Lodden. There are good reasons for believing that these three boys were full siblings, their parents living with both sets of in-laws at different times.

Tørres Petersen was married to Kristine Svendsdatter in 1866 in Valestrand. https://www.digitalarkivet.no/en/view/327/pv00000008363056

They had a daughter, Guro Karine, born in 1866 https://www.digitalarkivet.no/view/255/pd00000027261050

I haven't found any more info on this family, in the Bygdebok for Økland in Sveio it is said that Peter Tørresen moved away in 1862. Nils is not mentioned there, Tørres an Mathias are. Probably because Nils was born at Lodden, not Økland.
