Has access to Arkivportalen outside of Norway been restricted? The information it contains has been very helpful in precisely identifying records I have used for genealogical and historical research.

I have not heard of any restrictions: https://www.arkivportalen.no/

I have had colleagues try connecting to it from various locations across the USA. All have received the same 403 Forbidden error. However, if we use a VPN connection outside the US, such as England, Canada, Sweden, or Norway, there is no problem.

This sounds strange to me. However, Arkivportalen is a service developed and run by Stiftelsen Asta, so you will have to get in touch with them. Try sending and e-mail to asta at stiftelsenasta.no.
