Norwegians needed a passport to emigrate 1857-Spring of 1860, and most of them are registered by the parish ministers in their registers. From 1867 emigrants had to register at the Police, but in the years 1860-1866 they might emigrate without registration.However, the National Archives of Canada, and of the U.S., have microfilm copies of the passenger lists from vessels bringing immigrants to American harbours. (In Canada only the year 1865 and the years following.)In short, you may use the parish registers of the parish where the emigrant came from, or the passenger lists in Canada or U.S.A.
